On this hand you should bid 4♦ - partner must bid a game in the unbid suit of his choosing. And no, the form of scoring and the vulnerability makes no difference on this hand. Not only is 4♦ not obvious but it's clearly wrong (at least if you intend to pass a 4-major bid) since partner will automatically bid a major here, even if 3-3, expecting us to be longer in the majors.
