1) You lost the ♠ fit (even the 4-3) when you decided against dbl. But it depends on your agreements.

 

2) Partner is unlikely to hold values in the red suits, so all of his points are helpful. He does not need to have many HCP so we can make something at the 4 level.

Partner could hold:

♠ Kxxx ♥xxx ♦xxx ♣Kxx this is good enough for 4♠ to have resonable chances.

♠ Jxx ♥xxx ♦xxx ♣AKxx will often enough allow to make 4♦.

So I would try 3♠.
