Dummy Q32 vs. my A8654 and this is trump suit.

 

I lead 2, T, A, 7,

 

then I lead 4, 9,

 

Now shall I play Q as a blind guess or Is it a restricted choice so I shall play RHO KT instead of JT?

You should play the queen.

 

With J10, RHO would have played the jack half of the time. However, with J9x, LHO would have played the jack half of the time. Thus the two restricted choice arguments cancel out.

 

This is another way of saying that the J, 10 and 9 are all effectively small cards.
