Assuming that 4 has the usual meaning (long spades, weak hand), 4 is not an option with 2 aces. You could miss a slam. For example, partner could have:

 

KQJTx KQJTx Ax x

 

A limit raise looks right on these cards.

Using a 4 card major system, very few players would ever open a 4 card Spade suit, unless they hold a strong balanced hand. So the bid normally shows 5 cards.

 

My vote is a Limit Raise to 3 Spades showing 8 losers, this describes the hand well, and allows opener to decide the final contract, if opener rebids 3NT then correct to 4 Spades.

It is possible that 10 tricks are available, even if opener is minimum, but jumping to 4 Spades seems bad.
