What does (should) this mean?

I play the 3M response as showing a 5-card suit, and responder's new major suit bid as agreeing the major.

 

This is on the basis that if opener has a 5-card major, he won't have another 4-card major, so we can't have a fit there.

Even if you play regular Stayman (ie Stayman asks for a 4-card major as opposed to a 5-card major), it is very normal in USA expert circles (and likely non-expert circles too) to use these sequences as (artificial) slam tries in support of the major that opener bid.
