Unusual.

 

A side note is that a lot of players now are playing 1S p 2S 2N is hearts and a minor because of the importance of partner knowing you have hearts because you might still have game, and LHO might be about to bid 3S. Obviously you lose when you have the minors if you play this.

Unusual. Strong hand should Pass if balanced or near balanced. His partner has virtually nothing and attempting to play 2NT or something on the 3-level will end in minus score, I would think 100% of the time. Even without agreements, Unusual is the only thing that makes sense (to me, that is), whether it is for the minors or some other "two places to play".

I play it as unusual. As a side point what do people play these as (using the majors so they are confirmed real suits to supress arguments:

2H and 2S are both natural suits. This is also part of SAYC but of course that has little bearing on the question... But there are at least two ways, Dbl and 2NT, to show the unbid suits (third way if you play Sandwich NT) so we don't need a third or a fourth way to show unbid suits.

2NT is unusual.
