As far as 3C vs 1C, I think it depends on what you play a 4th seat 3C bid as. If it is an (almost) demand for partner to pass, and it's what you would do with x Qx Kxx AQJxxx or similar then your hand is too strong. If it shows a decent trick taking hand and invites partner to bid 3N then this is the perfect hand. Personally I play 3C as more of a shut out bid (too good to pass, but want to preempt the opps and play 3C) so I would open 1C. Too bad it lets them get in, but I'm not willing to miss a game. It seems like there is just one too many hole for it here and that we will get to our good games by opening 1C and rebidding 3C. It could work well though to make them lead blind. So 3♣ should show a hand with about minimum opening strength and a long suit that is not solid.
