I would bid 3♥. I think the hand is just good enough to force to game.

 

If I were slighly more pessimistic, I would make a negative double and bid hearts later if given the opportunity.

I will bid 3♥, but I like it a lot less than most others seem to. Even make the hand just a little bit worse and I would double instead, so I consider this near the border.

Maybe we could find a better use for 2NT in this auction. Something like:

2NT = clubs, at least invitational

3C = diamond support

3D = hearts, six cards any strength or five game-forcing

3H = five hearts, exactly invitational

3S = balanced, no stop, not four hearts

After dbl (pass) 3♦, or dbl (pass) 2NT, are you going to bid 3 non-forcing hearts, or 3 forcing hearts, or something else?

3H. Forcing for one round and at this level a free bid is virtually gameforcing.

Negative Double, followed by a 3H bid, shows 5+ hearts in a hand not strong enough to make a direct 3H call.

Speaking of negative doubles: a negative double does not promise the "unbid suits", it promises the "unbid major". The only time negative double promises both unbid suits is 1C (1D) Dbl. Of course other agreements can be made but I think what I play is what one might call modern standard.
