Why 3h=slam try?

This is a matter of agreement, but playing fast arrival, a weak hand would have bid 4.

 

Even ff 2 is not game force, if responder has 3-card heart support it is probably enough to force to game, even with zero points. Otherwise you can play 2NT (or something else) as second negative after 2.

 

I think serious 3NT applies here since both hands have a wide range. If you don't play any conventional 3NT bids in slamish situations, it is obviously a suggestion to play 3NT. But I think you can do without a natural 3NT here.

My (flexible) agreement for 2 is less than 4 losers, so resopnder does not need a great hand to be forward going, but will often struggle for cue bids. He couldbe as good as

and have no obvious bid, well, maybe keycard :), but i would think 3nt is forward going in hearts with a preponderance of soft (but useful) values. I know some ppl play it as showing or denying good trumps.
