If the 1 rebid promises an unbalanced hand (ie. 5+s or 4-4-4-1 or something) then does that change the meaning of 4?

It makes it more likely that responder will want to support clubs, and less likely that a singleton club will be good news to opener, so there is more reason to play it as natural. Against that, a splinter will help you to stay out of bad slams.

 

I still prefer to play it as splinter, but in one partnership I play it as natural.

I would prefer to play it as a splinter, but I'm very surprised that people think it is standard. Unless discussed, I would always assume it was not possible to splinter in partner's suit.

In The Bidding Dictionary (1996), which is based on modern North American methods of that time, Alan Truscott defines a splinter as:

 

"A jump to a meaningless level, usually the four-level, to show a fit with partner, slam interest, and at most one card in the suit bid. A jump in a suit already bid by the partnership (1C 1H : 1S 4C) is less clear in Europe and may need agreement."

Two simple questions:

 

 

2. What is the downside of treating all jumps to 4 of pard's minor as RKC?

The unnecessary loss of an available splinter.
