Admittedly there are some hands where it's a true misfit and opening at the four-level (effectively) will cause me to go for a number... but there is another set of hands (perhaps of comparable size) where the 3 bidders go for a number but opening 3NT gets me to the substantially safer 4.

There is no way that's true when your hearts are KQJ9xx and diamonds Qxxxx. The set of hands you describe must be very small indeed. Also many of the hands that could take 3 for a number will simply bid 3NT.

 

And there is also a set of hands where preempting 3NT instead of 3 gives the opponents more trouble (i.e. they have to bid 4 instead of 3).

That part is definitely true, but it's also true of simply opening 4 (even moreso). Your risk is not much less than that with the very slight odds hearts play worse than diamonds, and given how much easier it is to penalize after an artificial opening your risk might be even greater than opening 4!
