Opps had this auction and there was a long hesitation before 2.  Opener bid 2NT; responder bid 4.  If it wasn't a club game I'd have called the director, maybe I should have anyway.

I don't understand this, I was playing at the club once when an op said "oh no we wont call the director, its Christmas" :) Why are the rules different in club games, certain times of the year games, tournaments?

I think a polite 'this is a noticable hesistation, I reserve the right to call the director'

is perfect here. If the players are new and have had a brain freeze, nothing more needs to be said, if its UI youve protected yourself.

I agree with not calling at the club, you can't change people there and you only make yourself needlessly unpopular to try, plus the quality of directing is generally so bad that calling is a total crapshoot. Against those people you probably win in the end anyway.

I agree with JDonn, that calling the Direcotor at some clubs, won't make you popuar. Furthermore, even if opponents are guilty of an infraction and it damaged you, redress is still uncertain. Nevertheless, Jillybean is right that you should still call the director. In the long term, Bridge is more fun and more challenging if you play by the rules. In clubs, where some members frown on director-calls, there is often an unpleasant atmosphere of frustration and backbiting :P Admittedly, some players do seem to thrive in such conditions :) If you don't call the director, then you should refrain from later complaint especially if that complaint involves publishing your version of events on the web.
