The problem with this hand is that we dont have a control ♠ (so cant bid NT), no 3 card ♥ (so no 3♥), no 5 card ♣ and no 6 card ♦. So we actually don't have a real bid. The sollution used these days for such hands is a rebid in your first suit (♦ here). 3♦ is the correct bid, but I have a little simpathy for 3♥ because you have a top honour.
