This is an American methods sub-forum, so here's an off-topic reply: in England at least this is played as non-forcing by roughly 30% of the population and forcing by 70% (of those who play it as natural).

We had a poll about this a few months ago (can't find it now). There was wild disagreement about the strength of 2, some requiring zero points, some 6, some 8. Some would play the upper limit as just below game force (say 11 points), some would play it as max. 9 points.

But almost everybody agreed that it is non-forcing (although some prefered to play transfers).

It is 95 % nonforcing in tis Forum.

It is 70% nf on BBo

It is 50 % nf in Germany

It is 20 % Nf in France.

Just a guess.
