Bidding West opens 1, North Doubles, East bids 1 (agreement is ignore double existed so forcing), South bids 2s and West 2 all pass.

 

4s is cold, who should bid 2 so who's to blame?

Got to agree that west should bid 2.

 

Also, I'm not sure this has anything to do with either weak NT or 4cM systems.  Wouldn't an SAYCer have bid similarly?

Well, playing weak NT West has the alternative of a 1NT rebid, if he wants to downgrade for singleton in partner's suit and probably 4 hearts sitting behind him. This wouldn't be unreasonable IMO.

4 HEart is no hot contract.

If your opponents do not double randomly, you will lose at least two heart tricks and the ace of diamonds. After this, you may start to develop some tricks, while knowing, that most suits won`t break.

 

West took a big position with his downgrade, but I would put this descisssion more in the area of bad luck then in the are of bad bad bidding.

 

Of course, if you play with some seniors who double because they hold 13 random HCPs or with some juniors who double with some random 13 cards, 2 HEart had been mandatory.

Agree with this. 2 is a bad bid.

 

Also, 4 is a great contract, even after the double. If the takeout doubler leads their singleton diamond, and started with KQxx hearts, 4 will go down. But on all other distributions consistent with the bidding 4 looks cold.
