Incomplete bid out of turn ?

Dealer North.

off-line bridge using bidding boxes.

South start picking of bid between 1C and 7NT (not pass...), but does not take it out of the bidding box.

If it stopped there then I thought it would be UI to his partner, but at a big tournement it was ruled as a BOOT which seems very strange to me.

Different jurisdictions have different rules as to when a call is made using bidding boxes. For example, in England a call is made something like "when a card is removed from the bidding box with intent". In the ACBL, a call is not made until the bidding card is tabled or held touching or nearly touching the table.

 

A player who dithers over which card to take out of the box has conveyed UI to his partner, just as if he had broken tempo.

 

So while in general I agree it should not have been ruled a BOOT, but rather UI, it depends on the regulations in force at the tournament.

It was Paulisen, right? The incident was discussed in IMP recently. I thought the bidding card did leave the bidding box, which according to the article is the criterion for it being considered a bid. I might be wrong.

No.

It was told to me by a local club member.

What was difficult to believe for me was that it can be a BOOT if nobody has really seen the actual bid.
