playing 2/1

2 is a BIG underbid with this much playing strength. All S needs is two major suit queens and game is cold !

N can take his choice of 3 (this is a good 6 carder and often plays OK opposite a stiff) or 2 (I'd like to have 5, but this is a good 4 carder and a few hands may exist where the 4-3 fit is our only game)

Blame 100% to N for a serious underbid. For those who don't think this is a serious underbid, I suggest they use ZARs and with caution when there's likely no fit, and even then they'll see how much playing strength N has.

Just because partner can't have four spades is no reason to bid 2S, then 3H because then partner knows that

- you have a game try with 4-6 in the majors

- thus, any major suit honours (e.g. the SQ) are good, while minor minor suit honours are likely to be worthless.

While if you just bid 3H partner doesn't know what cards are working.
