Playing weak no trumps, pre-alerted and alerted as 12-14, a balanced aka hand , with 3 quick tricks (the ak is in one suit), was opened with one no trumps.

1NT is the playing strength of this hand , there fore the opening.

Is one required to change the alert to 11-14?

The player on the opposition said that it would be in violation of the laws of bridge?

Is that correct?

The Laws never reference HCP, the closest they get (I believe) is reference to something along the lines of a "king below average".

Alerting and disclosure regulations are the province of sponsoring organizations rather than the Laws.

If you don't upgrade most 11-counts, 11-14 would be misleading. 12-14 probably implies that you would fail to open some bad 12-counts and open some good 11-counts, based on whatever criteria you fancy. Opps should understand that.

If your agreement is to open all 12-counts and many 11-counts, I would write (11)12-14 or some such.
