There are some situations in which one can argue about whether it should be quantitative or ace asking, but this one is clear quantitative. After p has bid some number of notrumps and no fit has been established (and RHO passes), a raise to 4NT or 5NT is always natural (quantitative). You never alert a quantitative 4NT. If 4NT is agreed as ace asking or some other convention, it is alertable when playing online. It is usually not alertable in real life (most jurisdictions disallow alerting of most calls at the 4-level). P has in principle 16-19 points I think so 4NT is not unreasonable. If 3♣ shows significant extra strength, you might very well want to consider 4NT. If 3♣ does not imply extra strength then pass is probably the best call.
