There is a real danger when we are this light that partner will move expecting more and we could get too high. We can make 4♥ though with many minimum and near minimum takeout doubles so I must bid. I think agreeing "a 4 level freebid is a signoff" is better than agreeing "random strong NT's may move on if they like their honor location and control count". There was a recent thread where advancer was 4-4 in the majors. On those hands, the reason it is normal to bid 1♠ is so that next round you can bid 2♥, and play in your best (8 card) fit at the 2 level. This auction is very different.
