The intermediates compensate for the dull shape.Partner may have a suitable 9-11 count, so the risk of missing game in a confused auction outweighs the danger of a penalty double. Even if you agreed to play weak notrump in other contexts, you would be loth to employ it at rubber Bridge, vulnerable in third seat. You've got 15 hcp, a couple of good honour combinations, and heck, only 2 spotcards lower than 8! Apart from you having easy, well defined auctions after opening 1NT, it's one of the best preempts around, escpecially at rubber bridge.
