Another way of looking at it is what tricks are we expecting to take? Sure we will often get 3 black suit tricks, but it is very improbable that we are taking 4 black suit tricks, and it's very possible that they make 7 on a spade lead ruffed. He should make a fit jump to 4♣ to help you decide whether to bid 4♠ or pass out 3♠?His hand isn't worth more than the 3-level over 2♥ IMO, so there is no way he can make a fit jump to the 4-level. And anyway, 1S (2H) 4m as a fit jump should show a hand that is inviting to bid 5♠ over 5♥, otherwise you are just helping the opponents.
