At the same time, even though partner is a passed hand I could easily see us making 4♠. The combination of a running club suit, heart shortness, and three Spades to an honor makes this a very real possibility... At the table, I'd bid 2♣ all day. I think this is a pretty big stretch anyway; I'd estimate our odds of making 4♠ here just based on the auction and my hand as very much under 10%. 2) Oh my god, there is no reason for anyone's signature to be that long, ever. If you can make 4S I think overcalling 2C will be by far your best start to getting their (as opposed to 3C or pass) since it will induce partner to bid spades if he has them.
