Very close call, but I agree with this in the given sequence. If the sequence were such that somehow the poosition strength was expected to be behind Opener, this would be too strong for a one-under splinter. This is still quite strong. Were partner able to make a LTTC call, I would feel really comfortable with a 4♥ call.
