After partner opens 1m, competing always seems correct when playing weak NT, but passing always seems correct when playing a strong NT. Nominally we set our standard at around 10 points for a double that forces to the three-level. I would think the double was well within the range if the major suits were swapped so we were competing with five spades over a 2♥ overcall. Here I will double with nothing wasted in spades and a potentially useful Qx in partner's suit since she will frequently have to rebid 3♣.
