Partner has crap he couldn't raise 2♦ to 3♦ freely on the previous round. Crap might still be enough for 4♦. The only reservation is do we have enough defense against 4♥ now that partner has raised. Pard seems to have like 5-7 hcp and didn't act over 2♥ despite having diamonds. I think he's probably 3334 with scattered quacks (with aces/kings he wouldn't have failed to bid 3♦ 1st round), e.g. something like QxxJxxxxxQJxx I would PASS now. Might bid 4♦, but only if pard is an underbidder. I'm not worried of 4♥.. if pard has what I think he has, they won't make it.
