Uncontested is a different thing, but here he can force with 3 Heart, so what is he looking for? If he just wants to play game, he can bid 3 NT. IF he is interested in more he can bid 3 Heart. Both bids are easy to understand, so why should he use 3 Club for a good hand? I would take it as sign off. If I have nice Diamond support, I would bid 3 Diamonds, just in case I erred, but I doubt that 3 Club is forwardgoing in this sequence.
