This, in and of itself, creates a forcing auction for at least one more round, he is simply giving us the opportunity to double 1H for penalties if we can. We have 4 hearts, so we double. Partner expressed a few that, given the options available to him, 1Dx was our side's best contract. That isn't the same as saying he positively wanted to defend 1Dx. I would pass out 1H. At matchpoints, I would bid 1NT. Edit: there are indications from the auction that partner thinks pass is forcing (RHO passed the opening bid, LHO passed over our double). I consider this auction akin to when someone redoubles over a takeout double then passes the runout on his right. But I'm still not doubling with such bad hearts. So 1NT it is. Without saying I know what the exact ranges are for an auction like that, if partner invites with 2NT I will accept since I could have doubled with less and Kx of diamonds is good offense opposite the penalty pass.
