Never thought about it, but I'd say a King to an Ace difference. Assuming the x's and y's are

 

1 - dbl - 1 - 2

 

and

 

1 - dbl - 1 - pass

2 - pass - pass - 2

 

I'd bid 2 on the 1st holding: Qxx AQJxx xx xxx

 

On the 2nd, xxx AQxxx xx xxx looks right to me.

Auction 1 is stronger.

 

(although it's hard to think of a hand that can't double 1y but is prepared to bid 2y next round - so it's also possible in an inexperienced partnership that 4th hand is worried that partner will misinterpret 2y on the first round)

Ah okay, I think your explanation in parentheses describes what was actually meant at the table. Takeout doubler was relatively weak player, 2S bidder a very strong player.
