Don't think I'd want to pass as south so 3♠ looks alright, and given partner makes a free-bid in spades, N should really raise to 4 with his extras. As to the play, I can't see a safety play if trumps are 4-1. Maybe play hearts right away because it can only cost if a ♥ is ruffed with a singleton ♠.
