1) I would just double (takeout). You have a perfect hand. Partner would bid 4H and you could just bid 4N.

 

2) 2N showing extra values inviting 3N. If not playing walsh I see no reason to bypass a 6 card diamond suit.

I also double in 1), but I would add that on your sequence, partner should make at least a slam try over your 4♥ bid. (My slam try would be RKCB.)
