And 19 up and slightly above average in 2nd half I'd definitely not risk giving away a BIG score. So I'll bid 4♣ in both scenarios. OTOH 4♣ catters for p being able to bid 4♦ with a 1462 or such. My first thought was 4♠ but p needs a lot to make 5m, and if he has that he might raise my 4♣ or 4♦. At MP I would probably pass.
