Whether game should be bid or not is one question. Sometimes fortune smiles. However, once North commits to that BIG double, South's bare minimum 2NT response seems a tad weaker than I'd expect from South. 3♣ has a serious merit of allowing a courtesy correction, after which 3NT should be the practical rebid by South.
