It could be and maybe should be two minors, but I would hate to play 4 NT- 3 because he took it as natural. I would double, accepting that this could lead to misuderstandings and/or bad scores, but maybe 4 HEart X is the best score we can get and maybe 4 Spade or 5 of a minor is better. Who knows. It is your first bid, in notrump, at the lowest possible level opposite a natural strong notrump bid. If partner dbls, I am taking that as penalty. 4N sounds natural to me, but it sure would be nice to be the minors.X sounds penalty to me, but it would be nice if it was negative.
