No Standout Choice

I don't have any problems with 1NT btw, I don't agree with Frances that you have the wrong strength. Q10xx of hearts behind opener is pretty good, and the concentration of black suits is also nice. I'd consider this a normal 15-count.

 

Of course, I do agree with her that this is not a balanced hand, but I prefer 1NT over 1S.

15 HCP and a likely double stop but the opps may lead vs NT.

 

I have a slight preference for 1NT rather than 1 since I'd prefer (not manditory for me) a slightly better suit for 1.

 

Passing this honestly doesn't cross my mind as I have two possible bids, albeit both are slightly (IMHO) flawed, but either is better, FMI, than trying to compete later.

Personally I dislike 1NT but only just a little, and I dislike 1 a fair amount, though these are essentially style issues. However, though I can see why someone would choose either bid, I think in a B/I setting it is clearly correct to recommend a pass. This hand does not meet the requirements for either bidding alternative in terms of what should be taught to new players. Anyone choosing either option would be 'breaking a rule', whether rightly or wrongly. It is a valuable lesson that it is ok to pass on hands that are good enough to bid but have no appropriate action to take.
