As Paul said, partner is allowed to show something useful, either a) a solid club stopper (3NT), 3 card spade support (3S), strong hearts (3H) or maybe a useful diamond fragment in an emergency (3D). Complete agreement, but I see too many players rebidding 2NT with a hand that has a stop and would have rebid 1NT had there been no O/C. This lead to 2 disasters for my opps tonite who ended up too high. Off course opener is allowed to upgrade for positional values based on tenaced stoppers etc but rebidding 2NT on a dbl stop and 14 HCP is just nuts.
