In1♦-(2♣)-?,3♣ probably promises a fit since 3♦ would be preemptive and a dbl is available. In the situation you describe, however, a dbl is not available so the cuebid must cover a wider range of hands. With an invitational hand with diamond support, just bid 3♦.
