Unless your hand is exceptionally good (like a void and two aces) a splinter over 1M should have 10-12 high-card points. So 3♠ was a huge overbid. You are right however in that your side (most likely) "owns" this hand. So -- Don't misrepresent your assets to partner in this situation. Describe your hand as best you can. A splinter, after all, is a slam try; partner cannot possibly stop below 4♥ after you splinter in any scenario. You don't have a good enough hand and don't have enough trumps to splinter. I would bid 1nt (forcing) and then jump to 3♥ over partner's expected 2m rebid. Then partner is captain and can decide what to do, based on your accurately having described your hand.
