It is unlikely to be going all pass, and even if it does, it is entirely possible that defending 1D may be our best shot at a plus score. If you put a gun to my head and forced me to bid, I would still pass. (It's a bid, isn't it?) If they have a heart fit you can very easily and comfortably double for takeout next round. If they don't have a heart fit, partner has 5+ and will transfer you to a dumb contract if you overcall 1NT. So I can see no reason at all to bid now. For many experts, it's a clear pass since the suit is not long enough nor good enough to make up for it being 4 cards long. Then there are the experts who would not make a Direct Overcall with this shape unless the hand was very strong (the example isn't). In short, this situation has a big element of Partnership Agreement to it.Don't overcall with this unless you and GOP are going to be OK with it.
