I would think yes... this is not the same as partner really being a "passed hand" since there are a number of quite good hands which have no easy bid over a preempt. Parnter may not be the same as a "passed hand" but he's certainly limited by his failure to bid 3S the first time so I don't really see how his bid can be defined as forcing.
