This hand occurred while I kibitzed a yellow's (South) table

On that table it was 3xE-6

Agree that W should pass, but E would still bid.

 

By the way, the usual order is E, S, W and N.

After South's Free bid of 2 (and a pass instead of dbl by west), the bidding will be too high by the time it gets back to EAST to take a third bid on 10 working hcp opposite a partner who could not keep the bidding open at the one level.
