I use to open either 2♣ or 1♠ this sort of hand, but here there's a case for opening 1♣ because that allows pard to bid hearts, the key suit, cheaply. 2. 2NT wtp? If my opponents have 17 of the missing HCPs and not much in Spade, they may not help me to bid out my hand pattern. And 1 Club +4 is no fun.So this time I try 2 Club. 2. 2 NT wtp?
