We had a balancing thread a few weeks ago that featured a nice hand with a good club suit, and short hearts. I voted for 2♣, but many felt because of the heart shortness that passing was wiser. Better, though to play 1NT 15-18 in the direct seat and still pass this. For some reason, though, people have too much trouble doing so. Every once in a while, you pass out a game. Stuff happens. I found this comment amusing because my thoughts were completely opposite. More like, I would obviously pass at the table though I doubt I could resist 1NT in a bidding problem. If you bid 1N with these hands I think you stand to lose on a lot of stronger hands that you would have liked to have balanced with 1N but can no longer do so for fear that it might be interpreted by partner as being as weak as this.
