A lot of clubs do use General Convention Chart, which does not allow multi, but then, a lot of them allow multi 2s and 4-suit pre-emptive 2♦, among others. It's just up to the club

mycroft
In many places, including the WBF, the Multi has been grandfathered in with special permissions. The regulators, who know that, and explain it in the regulations, think very poorly on "Multi is okay, so why not <bid that has all the issues that Multi has, but isn't Multi>?" In response to the original poster, Regulations are very locale-specific. We would need to know where you are in order to tell you whether something is permitted. In the ACBL, as was said above by JTFanclub, the Multi is Mid-Chart only, and most clubs will not allow Mid-Chart conventions (some clubs are Mid-Chart, or GCC+Multi, defences to NT and a couple of other things they have to pre-approve, on "the big night"). In England, the Multi (with strong option) is level 3, and most clubs are level 3 or higher. In Australia, I think you can do whatever you want in most clubs as long as it doesn't involve weapons. So, if you tell us where you are, you'll get a response. If you want to practice the Multi, play online :-).Michael.
