Actions in the balancing seat are limited to about 16, and usually 16s that arent very offshape would X. The bottom limit for 2C is also significantly lower than in direct seat. Let's say a King less then normal). I hope some experts will posts big disagreements with that, just to avoid you think it is a good bid :unsure: In balancing pos I would DBL iso 2C. Instead, here is a non-expert poster who agrees with 1♠, maybe that helps too? Seriously, not bidding 1♠ is absolutely fine. I think your partner can double not only because he has 17 points, but also because he can play in every non-heart suit. He wouldn't be embarrassed by a 3♠ response.
