Balancing over OPP's NT

I don't consider this as a pure weak NT, it's more like intermediate. These are a problem from time to time, but if you use some common sense I think you can bid in 4th seat. I wouldn't recommend bidding in 2nd seat however.

I'll definitely will balance. The main idea is when they play 1NT is almost like we play 1NT. I don't want to play 1NT with a 6 card major, maybe we don't have communication to cash spades, when 2 contract has much better chances of success. About the average force of our line, considering partner's double as penality (15+, tghough many players, including me, consider a 13-15 NT as a strong one) is 16-23 hcp, so it's a very good chance to receive a decent hand from partner

Didn't your mother teach you not to preempt a preempt :D

 

I would bid 2S if NV, pass if vul.

 

I've played weak/mini NT for a few years now, and have got more good scores from opps' overbidding than from their underbidding, especially when they are vulnerable.

13-15 is a bit more than a preempt and the given hand is not minimum. :D

A principle consideration would be your methods OVER their weak (or in this case intermediate) NT openings. Since pard took no action and RHO didn't move....what are you walking into? In 1st seat, a weak 2S can wreak havoc.....in 4th it can set you up for a fall. All those holes need a lot of fillers from pard. I would tend to go quietly on this one.
