Assuming he doesn't have a 4 card major then he cannot have the KQ2 of spades (else the S6 from 986xx is random). It looks like partner has H986x of spades. I think there's a case to be made for leading it, but also one for not leading it. Just chalk it up to opps taking a strange action that worked out well for them.
