That sounds like a balanced hand doesnt it?

 

with 12-14 bal u pass

with 15-17 u would have opened 1NT

with 20-21 u would have opened 2NT

with 22+ u would have opened 2

 

So the remaining zone is 18-19 bal for this situation (classical systems would use 16-18 and 21-22 and 23+, then 19-20). with a club stop 2NT is right. without one X should do the trick waiting for p to show a stopper.

Also agree with mr1303 that 2H bid shows at least 5-4 in the red suits.

The number of 4-5 hands that reopen with 2 are few and far between.

 

Assuming reopener doesn't have short spades, and doesn't want to make a flawed 1N rebid on a 3=4=5=1, there aren't 4-5's many left.

 

I suppose xxx, AKQx, AKQxx, x qualifies, but I'd just assume double and pull 2 (or 3) 's to 2/3's.

 

Balanced 18-19's reopen with 1N.

 

2 more commonly shows a 5-6, and thats what I'd expect.
