The French have a National bureaucracy that focuses on just this issue. In Quebec you have the Office de la langue française which regularly issues fines if aren't behaving in an appropriately bi-lingual fashion. The're also a wide variety of nativist groups here in the US that focus on just the same sorts of issues. There's plenty to complain about the new Iranian regime. (The fall of the reformist government best exemptified by Seyyed Mohammad Khatami has to be considered one of the worst developments of our the whole Iraq fiasco.)
