In my view, if you knew partner's hand you would want to be in 3NT (possibly from his side). Given that the ♥K is likely onside, 3NT is going to have good play (needing one ♦ honour onside and that the defense cannot gather themselves to collect 4 club tricks in the process). If the 2♥ bidder had passed, I'd at least invite to 3NT in my system given we are playing a strong club (so partner would show a 16-18 NT).
