Pass, if forced to bid, I would

bid 3NT, which I would do,

if partner reopenes.

Isn't 3NT not even good at all, on any auction? And it's not clear you would reach it with no interference either, many players would just pass a 1NT opening on this hand, and even if you invited should partner really accept with 16 including four queens, none of which have either the king or jack with them?

In my view, if you knew partner's hand you would want to be in 3NT (possibly from his side). Given that the K is likely onside, 3NT is going to have good play (needing one honour onside and that the defense cannot gather themselves to collect 4 club tricks in the process). If the 2 bidder had passed, I'd at least invite to 3NT in my system given we are playing a strong club (so partner would show a 16-18 NT).
